Zelensky on the launch of the land market: Ukraine was waiting for the law from the time of independence
KIEV. April 28. UNN. This is a historic moment for all Ukrainians and for me personally. Ukraine was waiting for the law from the time of independence. So the President of Ukraine Volodymyr Zelensky commented on the signing of the Law “On amendments to some legislative acts of Ukraine regarding the terms of the turnover of agricultural lands” No. 552-IX, reports UNN with reference to the President’s Office.
“This is a historic moment for all Ukrainians and for me personally. Ukraine was waiting for the law from the time of independence. It was an uphill battle. But we know what we’re doing is for the Ukrainians,” said Zelensky.
As reported in the Office, the document provides for the formation of legal field for the introduction of market circulation of agricultural land. The law, which was signed by the head of state, will ensure the realization of citizens ‘ constitutional rights to free disposal of their property and to create transparent conditions for the purchase of agricultural land by citizens of Ukraine.
In particular, the law provides that from July 1, 2021 right of ownership to land plots of agricultural purpose with an area of 100 hectares can be purchased only citizens of Ukraine. From January 1, 2024 this opportunity will receive legal entities that are owned by Ukrainians. They will be able to buy 10,000 hectares of land. Also prohibited the sale of state and municipal lands. According to the signed law, the question whether to grant foreigners the right to buy land, will be decided in a referendum.
In addition, the law will ensure the full implementation of the right of private ownership to land plots of agricultural purpose for the citizens of Ukraine, it will contribute to a significant expansion of investment opportunities in the agricultural sector.
As reported UNN, President of Ukraine Volodymyr Zelensky has signed the Law “On amendments to some legislative acts of Ukraine regarding the terms of the turnover of agricultural lands” No. 552-IX, which the Verkhovna Rada adopted on 31 March 2020.
We will remind, on March 31, after 4.5 months the consideration of the Rada voted for the overall bill No. 2178-10 for opening the agricultural land market in Ukraine.
In the President’s Office called the launch of the land market as an important event, because it was one of the elements of the electoral program of President of Ukraine Volodymyr Zelensky.
In turn, the world Bank (WB) welcomed the adoption by the Ukrainian Parliament of the law on turnover of lands of agricultural purpose, but do not forget to note the importance of adopting a number of bills.
