The extraordinary EU summit, which must create anti-crisis Fund for the economic recovery of countries after the pandemic coronavirus, which lasts for four days because of the continued disagreement over the issue of aid package.

The talks originally were supposed to be completed Monday, July 20, at 14 o’clock. But the meeting of EU leaders will continue in the evening. Thus, the current summit is in danger to become a leader for the duration of the discussions (previously the longest was the summit of heads of state and government of the EU in nice in December 2000, stretching for 5 days).

The discussion in Brussels was delayed until late at night. Austria, Denmark, the Netherlands, Sweden and Finland opposed the plans in Brussels to highlight the most affected by the pandemic countries 500 billion euros from the package of 750 billion on the basis of grants, reports Deutsche Welle. Such position has caused open discontent of the President of France Emmanuel Makron, who called such actions “selfish”.

Makron early on Monday morning, was beaten with fists on the table and threatened that France would rather leave the talks than sign a “bad agreement.” The day before he lashed out with criticism of the Chancellor of Austria, Sebastian Kurz, who left the room where negotiations were under way to answer a phone call. “You see? He doesn’t care. He’s not listening to others is a bad attitude,” said macron. “He’s only trying to please the press,” added the French President.

Originally macron and German Chancellor Angela Merkel has suggested to allocate in the form of subsidies of 500 billion euros. Toward evening, the macron may have overreacted in relation to the Prime Minister of the Netherlands Mark Rutte, saying that the Netherlands after Brexit took place in the UK, where the EU summit was characterized by the obstruction.

The Prime Minister of Hungary Viktor Orban also accused Rutte of personal animosity and the attempt to link financial assistance to political questions. The Netherlands is one of the countries that were dissatisfied with the distribution of grants and loans in the Fund and insisted that the share of grants in the assistance package were smaller. “Blame the Dutch… I don’t know why he doesn’t like us,” said Orban. With his hand he was supported by the Bulgarian leader Boyko Borisov saying that Rutte behaves “as a policeman of Europe.”

Also the position of the Rutte criticized the Italian Prime Minister Giuseppe Conte. According to him, Rutte wants to look like a hero in his country, and the problems of EU partners is indifferent to him. “You can be a hero to his country for a few days. But after a few weeks you will be responsible for that block effective European response to COVID-19”, – he said. Conte also added that Europe “cheap blackmail”.

Support the Netherlands also Sweden, Denmark and Austria. To their position at the summit was joined by Finland, informs “Interfax”. The group of those countries said that they agreed that subsidies were allocated no more than 375 billion euros. Bloomberg, citing sources, reported earlier that on Monday night, these countries agreed with the amount of 390 billion euros. Spain and Italy, which suffered seriously from the effects of coronavirus, require subsidies were below 400 billion euros.

In turn, the President of the European Council Charles Michel proposed to reduce the share of grants to 400 billion euros.

Before the fourth day of the summit Prime Minister of the Netherlands mark Rutte said about some progress in the negotiations. According to him, the head of the European Council is working on a new proposal regarding the struggle against the economic consequences of the pandemic.

Another obstacle to achieving consensus remains the position of Hungary and Poland, do not agree to reconcile the payments with the observance of the rule of law standards.

In addition, the participants of the summit discussing the EU budget for the years 2021-2027. It will be 1,074 trillion euros, 13 billion less than the head of the European Council proposed to the meeting of the EU summit in February. The European Commission in its may proposal, the budget of 1.1 trillion euros.

Commenting on the situation at the EU summit, the research Director of the international discussion club “Valdai” Fyodor Lukyanov said that the EU is likely to reach a decision Monday night or Tuesday. “The summit may be delayed, the summit may be interrupted without result, and be renewed once. I would not hurry with the statements about the final schism (EU), because just the fact that they’ve been sitting, shows that they consider critical to negotiate. Actually the way it is,” said Lukyanov, RIA “Novosti”.

According to him, the question is not who and how much money will overcome the consequences of the pandemic in the early stages, but we are talking about basic fundamentals and principles of distribution of money, relations of powers and forces within the EU.

“The issue is extremely important and fundamental. Therefore, they rested. Don’t know, I think once they sit tight, it will loosen up some solutions. Well today probably or tomorrow”, – the expert added. He noted that the resumption of the summit does not mean the end of negotiations in the EU.
