Zelensky signed the Law on defence procurement

KIEV. August 12. UNN. The President of Ukraine Vladimir Zelensky has signed the Law “On state defence procurement”, which determines the order of the state and democratic civil control in the sphere of defense procurement. It is reported by UNN citing the press service of the President’s Office.

“President Vladimir Zelensky has signed the Law # 808-IX “On defense procurement”, which the Verkhovna Rada adopted July 17, 2020″, – stated in the message.

It is noted that the document sets out the General legal framework for planning, the order of formation of volumes and characteristics of the procurement of goods, works and services for defense purposes, as well as other goods, works and services for safeguarding needs of security and defence.

The law also defines the order of the state and democratic civil control in the sphere of defense procurement.

The purpose of the law is determining the legal basis for logistical and scientific needs of the security sector and defense of the state through effective and transparent implementation of the defence procurement in compliance with measures of protection of national interests. The document is aimed at creation of a competitive environment, prevent corruption in defence procurement, development of fair competition and ensuring efficient and transparent planning, implementation and monitoring of defence procurement.

In addition, the law provides for harmonization of Ukrainian legislation in the sphere of defence procurement Directive 2009/81/ EC in accordance with the Association Agreement between Ukraine, on the one hand, and the European Union, the European atomic energy community and their member States, on the other hand.

We will add that in the card of the bill, adopted by Parliament on 17 July, on the website of the Verkhovna Rada in the column “Date and progress” stated that the law was sent to the President for signature 28 July.

Recall, the Verkhovna Rada of Ukraine adopted in whole draft law №2398-d (alternative No. 2398) about defence procurement. The decision was supported by 276 deputies of Ukraine.
