Turkey considers the PKK a terrorist organization. As the Agency Anadolu, the operation began after the attacks of Kurds on the police station and the locations of the Turkish security forces. The President of Turkey called the military operation a legitimate right to strive for self-defence.

In late April, Ankara had accused Kurdish militias in the explosion of a fuel truck on one of the busiest streets of the Syrian city of Afrin Avenue Raju. The surrounding buildings were seriously damaged, burned parked cars. The attack killed 40 people, including 11 children.
