Matveyev said that the fact of transfer of money to victims cannot be a ground for commutation of sentence.

“These funds with no one consistent, never defined, was not confirmed by the victims. The funds were transferred as charity care, that is, it is impossible to identify, as a mitigating circumstance,” said the lawyer.
