Avakov: the non-payment of salaries to physicians or delay is criminal liability

KIEV. May 13. UNN. According to the law, nonpayment of salaries or their delay provides for criminal liability. This was stated by the Minister of internal Affairs Arsen Avakov, the correspondent of UNN , citing the press service of the interior Ministry.
“At the previous meeting of the Cabinet of Ministers adopted a decision on the Supplement to physicians, but the funds were not all employees of the medicine. Therefore, if necessary, will be investigated why doctors are not received the promised funds. The legislation provides that if there is a failure to pay or delay is criminal liability. So I’m waiting for the conclusions that the Prime Minister instructed the health Ministry”, – said Arsen Avakov.
It is noted that the government has allocated the necessary to supplements means.
“Who will be responsible for the overloaded hospitals and the health of our Ukrainians? The government is aware of the responsibility and from the outset went for unpopular decisions to protect the lives of Ukrainians. We have prepared the healthcare system of Ukraine for adoption patients. Today, only 6% of the ventilator uploaded, 30 thousand beds ready to receive patients. Therefore, all physicians will receive additional payments for March and for April,” – said Prime Minister of Ukraine Denis Shmyhal.
According to him, health Minister Maxim Stepanov, 18 regions received wages with bonuses of 300% and in the six regions analysed in the context of each medical institution.
Thus, under article 175 of the Criminal code of Ukraine, non-payment of wages for more than one month is punished with a fine 8 500 – 17 000 UAH, or correctional labor for a term up to 2 years, or by deprivation of liberty for a term up to 2 years, with deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years.
If wages are not paid for misuse of funds intended for its payment, the penalty shall be a fine of 17 000 to 25 500 UAH or by restriction of liberty for a term up to 3 years, or imprisonment for up to 5 years with deprivation of the right to occupy certain positions or engage in certain activities for a term up to three years.
We will remind, the Minister of health of Ukraine Maxim Stepanov expressed hope that the process of payment of allowances to doctors in April will start this week.
