The staff of the Odessa and black sea ports ask the Prime Minister of Ukraine Alexey Goncharuk to fire the acting head of administration of seaports of Ukraine Raivis Veckagans.
An appeal to the Prime Minister was signed by the participants of the meeting held on Thursday, November 28, near the entrance of the port of Odessa.
“Today is actually heated our industry. The policy, which today is held by the authority, it does not lead anywhere,” said at the rally, trade Union leader of port Vladimir Zaikov.
The participants held posters with the copy of the staffing ASD, according to which the Minister receives 320 thousand UAH per month. At the same time, according to port workers, regular workers receive only 5 thousand UAH. While ASD plans to conduct mass layoffs in the ports of Big Odessa.

Another complaint about the Mileage – the imposition of the ports of the services of private security structures, which the professional employees of the state are losing their jobs. “Private protection ports – the right way to corruption,” read one of the placards the protesters.
Speaking at the rally, Chairman of the Union of the security detachment of the Odessa sea port Vladimir Babiy said: “Private security does not have the right to protect strategic assets”.
He Raivis Veckagans talked with the protesters and explained what is happening, there is little communication between management and staff of the ASD ports, which latter receive incorrect information.
The citizen of Latvia Raivis Veckagans was appointed acting head of ASD in January 2017. Prior to that, he held the positions of Vice-President of JSC “Latvian shipping company”, member of the Board of Rigas Central Termināls and Chairman of the Board Riga Container Terminal.
The participants in the shipping market have repeatedly pointed out the inefficiency of Veckagans and expressed suspicion of corruption. Among the charges is an unwarranted increase in expenditure on the bureaucracy of ASD, unlawful environmental inspections, frauds with the state tugs, inappropriate procurement of dredging equipment, activities of dubious security firms.
In addition, Raivis Veckagans almost three years working in the status of acting without going through a transparent tendering process, as provided by law. According to experts, this status allowed structures close to the SCM to manipulate the head of ASD in their interests.
As reported, the new Minister of infrastructure of Ukraine Vladislav Crickley had a cleaning staff in the marine industry, calling them “Jihad” against corruption. Among the sacked leaders of a number of ports of the state service of Maritime and river transport (Maritime administration), and Deputy Minister of infrastructure, Yuriy Lavrenyuk, which in professional circles has gained the nickname “the Deputy for corruption.” Recently in mass media there was information about the impending resignation of mileage Veckagans and the competition announcement on the new head of ASD.
