The head of the European Commission (EC) Jean-Claude Juncker at the time of arrival on the second day of a summit of European Union leaders ruffled the hair of one of his employees.

In the summer The Associated Press released a video where noticeable unsteady gait Juncker at the NATO summit. British tabloid the Sun suggested that the head of the European Commission could be drunk. Commission spokesman, Margaritis Schinas called speculation on this topic is offensive.
In may 2017, the journalists of The Sun also wrote that the Junker came to the summit in Geneva in a condition of alcoholic intoxication, posted a video with his ambiguous behavior.
