Monitoring mission of the OSCE recorded a decrease in the number of violations of the cease-fire. This is stated in the report as of 19:30 on October 31.
Per day from 19:30 October 30 to 19:30 on 31 October, observers hmm OSCE recorded in Donetsk region, about 80 explosions. And in the previous reporting period (from 19:30 on 29 October at 19:30 on October 30) was recorded 250 explosions. That is, the number of explosions decreased almost three times.
