In Ivankiv, Kiev region two teenagers suspected in the torture and sexual abuse of 10-year-old boy with a disability. About this on his page in Facebook said the Governor of the Kiev region, Alexander Gorgan.
The incident occurred on 9 April, but the Governor, according to him, learned about him only the 13th. Gorgan says that the crime was trying to hide from the authorities and the public.
“On Sunday 9 April in Ivankiv three teenagers mocked 10-year-old boy. He was severely beaten for several hours, tortured, thrown into cold water, forced to eat feces and licking urine. Irrefutable evidence provide reason to believe that a group of teenagers raped the child with a stick,” wrote Gorgan.
“It is clear that the severity of this crime wanted to hide from the authorities and from the public. The case is deliberately qualified as hooliganism, urgent investigative actions-examination in a timely manner was not carried out, the evidence is not withdrawn,” says the Governor.
According to him, until April 14 attackers were not considered suspects and were not questioned, but only gave an explanation of the case.
On 15 April, said that the court was taken into custody without the right of bail for two teenagers suspected of the crime.
According to the Governor, it took the personal intervention of the Prosecutor of the region, that production was reclassified under part 2 of article 127 (torture) and part 3 of article 153 (violent satisfaction of sexual passion in the unnatural way) of the criminal code.
Gorgan is reported that suspects are threatened by imprisonment till 15 years.
He also noted that he had instructed to conduct an internal investigation into the inaction of the President Ivankov RGA, which was to coordinate the work of district police and other services of the district, but did not.
