In Kharkov pharmacies paid to doctors for “successful” tenders 4 million monthly
KIEV. 21 Feb. UNN. The total amount of “kickbacks” for the victory in the tender, which is received on a monthly basis, officials of medical institutions of different regions from representatives of the pharmacy chain, made more than 4 million hryvnia. Now two persons it is reported about suspicion. It is reported by UNN with reference to the Department for the protection of the economy of Ukraine.
Employees of Department of protection of the economy in the Kharkiv region and the Kharkiv regional Prosecutor’s office exposed a corrupt scheme of determining the winners in the conduct of public procurement of drugs and medicines for health institutions of various regions of Ukraine.
During monitoring of public procurement, law enforcement officers found that the results of the tenders for the purchase of madavaram winners always become the same entities. In addition, the cost that they offer much higher offers of other participants and General market prices in the area.
According to data gathered by operatives, use materials investigators of Prosecutor’s office opened criminal proceedings.
In the ensuing investigation it was established that the group of companies which includes several related companies engaged in wholesale trade in medicinal products, be the winners of public procurement not only in Kharkiv oblast but also in other regions of the country. To get the victory in the tender on purchase for medical institutions of medicines and drugs, representatives from pharmacies made a proposal to officials of municipal and state health institutions. In the case of a victory in tenders, the latter will receive from 5 to 25% of the “rollback” of the total amount of the contract.
In addition, it was documented and the sending method “kickbacks.” Its part of the officials of medical institutions received on a monthly basis immediately after the transfer to the accounts of group companies budget funds for the delivered drug. The last received “reward” on your own card account or directly “in hand”. The doctors got almost 4 million UAH of illegal benefit.
However, it was established that the group companies on the territory of Ukraine implementing the budget institutions of medicines and other medical preparations at inflated prices by more than 40%.
On the basis of a court order to the operatives of the Department of protection of the economy in the Kharkiv region, the National police and the investigators of the Prosecutor’s office in Kharkiv region held a series of searches at the place of residence of the defendants, in the offices of commercial structures and hospitals.
During the searches, seized more than 2.8 million USD and 30,000 USD, including the signed envelopes with money that was intended to pass as “kickbacks” to officials of medical institutions. It was also discovered documents proving the transfer of illegal benefit for the previous victories in tenders, draft notes and other documents and things relevant to the establishment of all circumstances of the crime.
Now two persons it is reported about suspicion under part 3 of article 369 of the criminal code.
In particular, the Director of the companies of the group and the Manager offered to officials of health care institutions illegal benefits.
Investigators continue measures to establish the circle of persons, involved in Commission of this crime, and also to check suspects for involvement in the Commission of other illegal activities.
