Chief physician Sumy mental hospital was arrested for torturing patients

KIEV. 3 Mar. UNN. In Sumy region has arrested the chief doctor of the psychiatric hospital on suspicion of torturing patients. About it UNN reported in the press service of the Prosecutor of Sumy region.

Today, March 3, at the request of the Prosecutor’s office the former chief physician of municipal institution “Regional specialized psychiatric hospital №2” the measure of restraint in form of detention to 28.04.2017 years without the right of bail.

We remind you that on March 1, 2017, the specified person served with a notice of suspicion under part 1 of article 127 (torture is the intentional infliction of physical or moral suffering by way of chastisement for the purpose of discrimination) and part 3 of article 135 (abandonment in danger, which entailed death) the criminal code of Ukraine.

At the initiative of the Prosecutor in criminal proceedings carried out the exhumation of corpses of the seven patients of the municipal institution “Regional specialized psychiatric hospital № 2”, which died in December 2016.

It was found that case histories of these persons and attached to his acts in post-mortem examinations, five patients allegedly died from cardiovascular failure, one from brain edema, and another one from intoxication.

However, according to the official results of the exhumations and the findings of the forensic-medical examinations, it was found that the autopsy of the corpses was carried out at all, the documents are fake, the reason for the deaths of five patients is an acute purulent pneumonia caused by prolonged stay in a room with low temperature. It is aged from 34 to 69 years who were on voluntary treatment.

In addition, we also exhumed the bodies of 28-year-old girl who died in February 2016, in accordance with the certificate of death from intoxication. It is established that the autopsy specialist carried out superficially on the body injuries in the form of a fracture of all ribs on both sides and traumatic brain injury with bleeding inside. These injuries formed several days before death and are in causal connection with the death.

From the testimony of witnesses and record of the temperature, taken in the course of the investigation, from November 2016 to January 2017 in hospitals, where the deceased patients, the temperature was unacceptably low (10 to 18 degrees, at a rate of – 20 degrees Celsius), but the main doctor took any effective measures to address the situation. Only in the period treated in the institution was 415 patients who suffered from unsatisfactory conditions, in particular low temperature, with the result that five of them died.
